Effects of extreme events like heavy rainfall/flooding (La Nina) and drought (El Nino) have been exacerbated by other climate impact drivers (CIDs), e.g., typhoons, sea level rise (SLR), earthquakes, landslides, storm surges, etc. This paper argues that understanding climate and disaster risks and its consequences, both, to the bio-physical and human systems, demand insights and innovations from multiple disciplinal perspectives, both, in trajectories of analysis and action.
Inter-/transdisciplinary action research produces actionable science anchored on the three principles of co-production, co-creation and co-ownership/co-stewardship/co-benefits alongside intersectional perspectives of climate justice (identity/recognition of rights, procedural justice and distributive justice). Thus, science and technology knowledge application products, e.g., climate disaster risk assessments (CDRA), local climate action plans (LCAP), annual investment plan (AIP), resilience scorecards---if mobilized within a public-private-people partnership (4Ps) framework, can effectively move climate action towards transformative community resilience, in the process, prospectively achieving net zero ambitions of the university, community, and society.
The paper is based on the findings and applications of The Coastal Cities at Risk in the Philippines: Investing in Climate and Disaster Resilience (CCARPH) Project (2018-2024), a consortium of scientists from Ateneo de Manila University and Manila Observatory, with implementing partner, the National Resilience Council.
